You can't regulate ICOs. That's the beauty of them! Governments can try but the internet is so free and people will find ways to invest in great projects anyway. I will never let regulation stop me from investing in a great ICO.
What are your top picks for hot upcoming ICOs?
I see ong coin as interesting ico as its going to revolutionalize social media and it already has a working platform and good community behind it. Also I see xrp as interesting coin but its been around for some time already.

The SEC decision really isn't about whether or not a token is a security, it's about whether the SEC could regulate it at all. The SEC would love the additional power to regulate more markets, but they don't want to look feeble by attempting to regulate the ICO market and have it just circumvent or flat out ignore their rules.
