I think it is wrong to say Segwit 2x vs Segwit BIP148 debate is China miners vs Users. I think its a power struggle between miners vs Bitcoin core for the future of Bitcoin. Chinese government would of course side with miners who mostly are in China and who have an interest at the very least to keep the Bitcoin price to be stable as many Chinese are have holdings in Bitcoin. Especially if it would mean more centralize control by miners which they can influence. Bitcoin Core , i believe would like to have a decentralized Bitcoin as it always been before. But as Bitcoin price increase , larger organizations like governments like US, China , India and banks like Goldman Sachs begin to have more interests in how Bitcoin is run
We the users, of course , have a say in this. Either we accept the changes or move to better coins like Etherium , Litecoin or Dash
