Who is Behind this so called Scam monitor site?

Some how in the longest Bear market in the history of Bitcoin and other crypto currencies there has been a site allowing for "investors" to get involved with platforms or programs that will grow their investment sometimes up to 5000% within a months time. My question is are sites like these one of the biggest reasons why it's been so hard for the market to recover? Also how is it legal to earn revenue from paid scam advertising and by using referral links to get rewards.

Some of these sites have been around since 2017 and while it can't be proven for s fact that they are behind the making of these HYIP sites it makes me wonder who is and why are investors continuing to lose their hard earned crypto?
Looking at the volume in these platforms you would think that everyone is doing well with their investments but that's just not the case. In fact 99.9% run off with the investors crypto well before the ROI date or even days after the 1st deposits. To me it's the investors choice but what responsibility does HYIP so called monitors sites play in the role.
