Centralization of power in deciding future modification of bitcoin

If BU(Bitcoin Unlimited) is finally adopted by the majority of bitcoin participants, it means the current process of upgrading the bitcoin software is being disrupted.

The general process right now should be:

  1. Make a proposal(BIP)
  2. Someone implement and create a pull request
  3. Add to bitcoin core by core developer
  4. Release a new version
  5. Miners vote by adopting and mining blocks of new version

BU skips the 1, 2, 3, 4 steps in the above process, and let only miners decide adopting a new version of bitcoin software or not. In other words, it causes centralization of power in deciding future modification of bitcoin without restriction. Exchanges and App developers can stay in old version when major miners switch to new version, but they will stay in a vulnerable network. And yes, I am worry about it.
