This is not about the content but about the distribution of the reward pool. Of course, more steempower gives influence. But if you vote with big steempower only for yourself, then you won’t get into this list. If you vote for one or two authors, it is also difficult to get. The more authors you reward with more power, the higher you are in the ranking.
