New security and STAKING

First at all we added a security setting even tonight.

Now we will setup STAKING the BEER by a community activity.

Means we will give away BEER token direct from @beerlover to get the funds to pay the costs for staking.

This nice idea was born during last night discussions and we will see if this works.

If this works, we might even activate the INFLATION function, as this will be generate some new BEER for all the BEER Token somebody staked.

Means we need to get 1000 ENG for staking and another 1000 ENG for inflation.
