Yeah, it means a country whose inhabitants are cunts.
But grammatically, it could mean all cunts collectively as in:
peasant -> peasantry or the already mentioned Jew -> Jewry

No reason to be sorry. I must have played something like 10,000 - 20,000 games of go. I'm not in a place to wallow in any negativity over losing a club game.
