The Expanse is definitely pretty dystopian in some ways.

For better examples of basic income in fiction, you should check out David Brin's Kiln People or Philip Jose Farmer's Riders of the Purple Wage. Both are still slightly terrible places to live, but considerably truer to the basic idea of basic income than the Expanse.
