Uhm, it sounds technical and I don't fully understand it. So what effect will it have on users again? Is it disadvantageuous to newbies/redfishes and will it affect minnows in a bad way or no?

What about the dust votes issue? Is there anything that will be done about it? Will I be told to submit a proposal on utopian.io again? I'm not into programming and such.
