Intriguing Mural Downtown Los Angeles

I thought to share this Puzzling Mural I stumbled upon at a parking lot in Los Angeles. It clearly shows a person with the hand cut off and what seems like birds flying off of whats left of the arm. I still don't understand its meaning but I still find it intriguing. I guess that's #art for you!
