[Trent Kaniuga] EASY "Retro screen" effect - Photoshop Tutorial
Playing Wolfenstein Youngblood, I really loved how they did this effect for the loading screens, so I wanted to dissect how it was done, and pass the knowledge on to you. This is the same effect that Yoji Shinkawa does in most of his paintings, and it could help you too if you're not all that confident at color harmonies or color picking. I use it for highly graphical elements like my banners and social media stuff.
