Artificial Intelligence (AI) is not "coming" to the Markets, but already "here"?

"I've even entertained the possibility, in my high octane speculation mode, that various "flash crash" events seem to have features that suggest that the algorithm "took over" and drove a market event with no connection to human market realities"

I think it depends on how we define artificial intelligence. If we are talking about those rule-based models, then AI has been in the market several ten years ago. If we are talking about deep learning, those machine learning models are in the market as well. But if we refer to intelligent robots as smart as human, maybe its here but im sure they are not for sale in the near future.

Agreed. I'm guessing that any "intelligent" (having advanced capabilities), or quantum computer is not only cost prohibitive at this point, but also the talent pool to operate such new and advanced technology is very small. However, it only takes a few, if not only one, participating in a market to wreck havoc and make a bad day for everyone. One of the reasons why they say don't invest more than you can afford to lose.
