not a filter, I use deepdreamgenerator.com to create the pattern and texture layers (which isn't a filter, it is actually an AI / neural network that you "train" with a style image you supply, and the AI recreates an image you supply in that style), and I usually combine a few different outputs from the deep dream generator and layer them over the original photography. The deep dream generator is a ton of fun, you should play around with it if you haven't already. If you have access to photoshop or GIMP or equivalent, something that yields really amazing results is to put the result from deep dream generator in one layer and set the blend mode to "multiply" and have the original photography be in a layer underneath it.
