http://www.apophysis.org/ Apophysis is a great program, takes a little while to figure out the UI though.
http://www.jwildfire.org/ I'm new to JWIldfire, Its really ugly to work with but seems to give a great result.
https://www.gimp.org/ I use GIMP to do post processing and editing after generating the images.
I'm still trying to find something decent that generates fractals in 3D. Will definitely write a post about it if I do!
