If just dabble, then the free tools come to mind. Gimp, Inkscape and Scribus. They cost nothing so are perfect for dabbling. There are some things they wont do, but for raw content creation they can do it.

I would also add https://amadine.com/ which I use for my Mac as a very handy and clear tool for creating vector artwork in SVG, PDF. Although now there really are not a few alternatives and everyone chooses something of their own
