There was no one to ask. I assume they want to avoid people washing their hands and/or taking water from the tap to drink perhaps?

that could be. maybe they had a problem with people filing up containers with water or something like that.
@gooddream I guess we will.never know. It is a place where truck drivers stop, there are showers etc.
Who knows I ask one day I pass by again.
