How do you mean by ‘decoy’ and ‘safely’?

Is it a pretend building? And do you get prosecuted for taking photos of it?

    Everyone knows it’s the MI5 building, which means it really isn’t 😂😎. People are always walking on egg shells around it for fear of the unknown:)
