Is funny because most of the topic of Ecchi is a bit taboo with some people. Others just find it funny but for me I think is pretty creative and memorable, and no, don't confuse Ecchi with Hentai. I think the kinkiness of Ecchi is a bit unique because is mostly based on comedy so is mostly about making creative innuendos or coming to funny/awkward situations.

So before the anime snobs destroy this two series, bare in mind this is not really much about the plot, or the drama or the quality of the anime, although I consider these series on the better than average.

KissXSis

I really like this manga and anime, is very seldom that I have like a series so much that I follow the manga as well as the anime. I have been reading the occasional new number of the KissXSis saga. You can check it out here.

The concept is a bit tabooish since is gray area on siscon, where the main character is sexually harassed by his older twin step sisters. The jokes are there, the anime is funny and I recommend it to people into the genre. However if you are not fan of the genre or used to at least other siscoin series, I don't recommend starting with this one.

B-gata H-kei

This anime is also a nice Ecchi, is one of the ones that gave me a happy feeling from the minute that the intro song started. Is the classic Jpop and I am not really a Jpopish guy but I really like that song. More than that, the way of being of Yamada is more than the average yandere girl, and the way she thinks about things and how wrong sometimes she is, makes it a very entertaining scenario.

This could be the more 'normal' anime of the top 3 ecchi, since is just of a high school girl trying to loose her virginity. Which is nothing new, and the scenario has been covered by many teen shows.

Komodo No Jikan

Probably the most controvertial of all three series where has the classical Lolita story applied to the elementary school teacher. I can see people getting scandalized with this one, but I couldn't stop laughing for the first three episodes. I would recommend not too look too much into it or just plainly avoid it if you feel you have a strong morality and 'hard lines'. But if you are just here for the LoLz, then go ahead and enjoy.

These are my top three, although there are many more that I like, like Chobits, High School of the Dead, Kanokon, To Love Ru, Tona Gura, Sora no Otoshino etc.
