Indeed, Aoshi was once defeated by Kenshin (twice) and also beaten by Shishio. But the two guys were special. If you have not reached their level, Aoshi will throw you down fiercely. Just look what he did to Okina.
Luckily after Shishio's groove, Aoshi can finally take his revenge to Kenshin and become an ally of the former Battosai.
