Konflik Gajah dan Manusia - Elephant and Human Conflict - Part I (Bilingual)

Halo stemian. Pada kesempatan ini, saya akan mencoba menulis tentang permasalahan konflik gajah dan manusia yang sedang terjadi di Aceh khususnya di Kabupaten Aceh Timur. Konflik ini telah terjadi sejak belasan tahun silam dan belum mampu diselesaikan hingga sekarang.

Melalui tulisan ini, saya akan mencoba memberikan pandangan berdasarkan pengetahuan dan pengalaman yang saya miliki mengenai konflik gajah dan manusia mulai dari akar permasalahan, faktor penyebab hingga berbagai kendala dan usaha yang telah dilakukan. Di bagian pertama ini, saya akan menulis tentang Conservation Response Unit (CRU) Serbajadi yang terletak di pedalaman Kabupaten Aceh Timur, Aceh, Indonesia.

CRU Serbajadi mulai berdiri dan diresmikan pada tanggal 27 Januari 2016. CRU ini ditempati oleh beberapa orang Mahout. Kata Mahout sebenarnya berasal dari bahasa Hindi, Mahaut yang artinya, seseorang yang mampu menunggangi gajah. Di CRU Serbajadi juga ada empat ekor gajah jinak yang telah terlatih. Keempat ekor gajah jinak yang ditempatkan di CRU Serbajadi adalah milik Balai Konservasi Sumber Daya Alam (BKSDA) Aceh. Mereka diberi nama Bunta, Lilik, Lia dan Nonik. CRU tersebut dibangun diatas lahan pemberian (hibah) Pemerintah Kabupaten Aceh Timur sebagai langkah awal untuk mengatasi konflik gajah dan manusia.

Pada bulan Maret 2016 silam, aktor Hollywood yang juga dikenal sebagai aktivis lingkungan, Leonardo Di Caprio diketahui pernah berkunjung ke CRU Serbajadi. Ia datang bersama Adrien Brody dan Fisher Stevens. Salah satu alasan kedatangan mereka adalah untuk melihat langsung gajah Sumatera, yang populasinya kian berkurang dari tahun ke tahun sehingga gajah termasuk kedalam daftar hewan yang dilindungi serta mendapat perhatian serius dari dunia.

Selain Pemkab dan BKSDA, salah satu lembaga donor juga ikut membantu pembangunan dan biaya operasional CRU Serbajadi yaitu, Forum Konservasi Leuser (FKL). Lembaga ini sangat aktif dalam mengkampanyekan penyelamatan satwa dan perlindungan terhadap lingkungan khususnya di Kawasan Ekosistem Leuser (KEL) yang dikenal sebagai salah satu paru-paru terbaik di dunia.

Secara aturan, para Mahout bersama keempat ekor gajah jinak tersebut memiliki tugas untuk menghalau dan menggiring gajah liar yang kerap memasuki perkebunan dan pemukiman warga. Lahan yang digunakan warga sebagai sumber mata pencaharian sering menjadi sasaran amukan gajah liar yang turun secara bergerombolan.

Lahan atau kebun tanaman seperti padi, jagung, tebu hingga sawit milik warga kerap dirusak oleh gajah liar sehingga membuat petani mengalami kerugian hingga gagal panen. Mereka hanya pasrah ketika gajah liar memasuki lahan mereka, tidak ada yang bisa dilakukan selain pasrah terhadap keadaan.

Namun, berbagai kendala sering menghambat tugas dan pekerjaan para Mahout bersama keempat ekor gajah jinak. Ketiadaan armada transportasi seperti truk pengangkut, membuat gajah jinak sulit diturunkan untuk menghalau gajah liar. Jarak yang terlalu jauh ditambah buruknya akses jalan di kawasan pedalaman Aceh Timur membuat gajah jinak tidak serta merta bisa turun saat gajah liar memasuki pemukiman warga.

Selain itu, gajah jinak juga tidak bisa begitu saja berduel atau bertarung dengan gerombolan gajah liar meski mereka telah dilatih untuk itu. Selain kalah jumlah, gajah liar juga memiliki bentuk tubuh yang lebih besar sehingga akan membahayakan nyawa gajah jinak dan nyawa Mahout.

Terkadang, para Mahout turun sendirian dan mengahalu gajah-gajah liar tersebut dengan petasan berukuran besar. Suara ledakan dari petasan merupakan satu-satunya cara untuk menghalau atau mengusir gajah liar. Efektif memang, tapi itu hanya bertahan sementara karena gajah termasuk salah satu hewan yang sangat cerdas. Gajah liar kemungkinan besar akan kembali turun saat mengetahui para Mahout yang mengahalau mereka telah kembali pulang ke kamp atau disaat petasan yang menakuti mereka telah habis.

Selain itu, kendala lainnya juga terjadi di lapangan seperti jalan masuk ke CRU Serbajadi yang longsor beberapa waktu lalu sehingga tidak bisa dilewati oleh kendaraan roda empat (mobil) sehingga berakibat tidak bisa dipasoknya makanan untuk gajah jinak. Selain itu badan jalan juga kerap berlumpur sehingga jalan sepanjang 1200 meter dari Simpang Bunin ke lokasi CRU sangat sulit untuk dilewati.

Hello stemian. On this occasion, I will try to write about the problems of elephant and human conflict that is happening in Aceh, especially in Aceh Timur District. This conflict has occurred since a dozen years ago and has not been able to resolve until now.

Through this paper, I will try to provide views based on the knowledge and experience I have about elephant and human conflict from the root of the problem, the causal factors to the various obstacles and efforts that have been done. In this first section, I will write about the Conservative Response Unit (CRU) Serbajadi located in the hinterland of Aceh Timur, Aceh, Indonesia.

CRU Serbajadi began to stand and was inaugurated on January 27, 2016. This CRU is occupied by some Mahout people. Mahout word actually comes from the Hindi, Mahaut which means, someone who is able to ride an elephant. At the CRU Serbajadi there are also four well-trained tamed elephants. The four tame elephants placed in CRU Serbajadi belong to the Natural Resources Conservation Center (BKSDA) of Aceh. They are named Bunta, Lilik, Lia and Nonik. CRU is built on land granting (grant) Aceh Timur District Government as a first step to overcome the conflict of elephants and humans.

In March 2016 ago, Hollywood actor who is also known as environmental activist, Leonardo Di Caprio is known to have visited the CRU Serbajadi. He came with Adrien Brody and Fisher Stevens. One of the reasons for their arrival is to see the Sumatran elephants directly, whose population is declining year by year so that the elephants are included in the list of protected animals and received serious attention from the world.

In addition to Pemkab and BKSDA, one of the donor agencies also assisted in the development and operational costs of the CRU Serbajadi, namely, the Leuser Conservation Forum (FKL). The institute is very active in campaigning for animal rescue and environmental protection, especially in the Leuser Ecosystem area known as one of the best lungs in the world.

By law, the Mahout along with the four tame elephants have the duty to dispel and herd wild elephants that often enter the plantation and settlement residents. Land used by residents as a source of livelihood is often the target of raging wild elephants who are down in a swarm.

Land or plantations such as rice, maize, sugarcane to palm oil owned by residents are often destroyed by wild elephants, causing farmers to lose to harvest failure. They just let go when the wild elephants enter their land, nothing can be done but resigned to the situation.

However, various obstacles often hinder the tasks and work of the Mahout with the four tame elephants. The absence of transportation fleets such as trucks, making tame elephants difficult to lower to dispel wild elephants. The distance is too far plus the poor access roads in the hinterland of Aceh Timur make the tame elephant does not necessarily get down when the wild elephants enter the settlement.

In addition, tame elephants also can not just duel or fight with wild elephant hordes even though they have been trained for it. In addition to losing the numbers, wild elephants also have a larger body shape that will endanger the lives of tame elephants and Mahout's life.

Sometimes, Mahouts descended alone and caught the wild elephants with large firecrackers. The sound of explosions from firecrackers is the only way to drive out or drive out wild elephants. Effective indeed, but it only lasts a while because the elephant is one of the most intelligent animals. Wild elephants are likely to come back down when they learn of the Mahouts who have been returning to camp or when their scare fireworks have run out.

In addition, other obstacles also occur in the field, such as the entrance to the Serbian CRU that has been eroded so long ago that it can not be bypassed by a four-wheeled vehicle (car) resulting in no food supplied to a tame elephant. In addition, the road is also often muddy so that the road along the 1.200 meters from Simpang Bunin Serbajadi to the CRU location is very difficult to pass.
