No dots. But stripes on juveniles. Your seem to be a juvenile. Matured starling is dark with a metalic or shinning feathers. Also matured asian starling has a blood red eye. Very scary :)

it looks like a little (young) bird, they usually a bit fluffy and of course extremely cute ^_^
but he looks so angry, maybe he woke up on the wrong foot
