Reading through this is both terrifying and disgusting.

All avenues in the area related to animal abuse are exhausted. Is there any avenue to pursue relating to child abuse? It seems negligent at the least to be putting children in the situations mentioned regarding euthanasia of animals. They wouldn't have the training or ability to handle properly any that acted out in fear or aggression. I'm sure you've already had this avenue dismissed, because society there considers it important training for children...
