This....this is insane. On its own, the abuse shocks the conscience, and even someone like me who doesn't particularly care about strays has a hard time reading through this and not being incensed at the reports. If you operate a shelter, operate the fucking shelter. To compound this psychopathic abuse of animals with what any reasonable person would call blatant and rampant corruption is beyond appalling. This has to stop.
