Penguins typically will use highways when moving around in their breeding colonies, which are single lanes that they use to walk between their nests and the ocean. This is used quite frequently if there is a lot of snow and ice on the ground, as it means a safe transit. Sadly, if there is a big hole in the snow a penguin can fall in and not get out, which means potentially dying and that could also affect its partner, as well as, any potential eggs/chicks.
However, when there is not much snow or ice on the ground then they will simply walk around investigating their local surroundings and this does include curiously checking out humans, whom are checking them out at the same time.
