Dog killed in flight.

It was united airlines.it was to fly over between houston to new york having a three hour of journey.a woman was travelling with their 2 kids and puppy.according to united policy small pets can travel in the cabin in a hard sided or soft sided kennel being charged of 125$, and the carrier must fit in the space underneath the seat in front of the passenger. but according to reports the flight attendant instructed the lady to keep the puppy in overhead. as a result of which the poor dog died of suffocation and ran out of breath. how can a fully trained attendant would do so. is this not a murder.they have lives too.
