Upvoted & resteemed! Another example: If someone wrongs another and should decide to forgive and forget and drop all charges, the State (in it's own purview) has the "right" to proceed with prosecution, even though the wronged party does not wish to do so.
Yeah: that's especially true for offences that are deemed "offenses against public order."
Just to let everyone know, in my home country of Canada victims do not file charges. Charges are filed by the police. I think this system was put in place to get around complainant intimidation, but who knows.
Ironically, this system results in bad cops getting charged (and convicted) more frequently than in the U.S. Go figure.
