Who would we give people societal permission to do bad things?

In mainstream political discourse there is talk about what is wrong or what is right, one example on the top of my head is abortion.

In the gun control debate, there is almost always a preconceived idea that government with special rights should do whatever is the "greater good".

Politics is basically figureheads for special interests trying to get society to want "government" to have permission to do bad things through way of lying, fear mongering and euphemisms.

One famous example is the reichstag fire. Hitler burned down the reichstag and made it look like his enemies did it, then the people were persuaded to let him suspend civil rights.

With the march for our lives protest as well as the alt right reaction to the migrant crisis, you can see how people still accept the crushing of the individual or minorities for even a alleged "greater good".
