You are right. This is in fact a true anti-anarchistic position. It becomes even more visible by having a look at the preceding sentences.

Maybe Paul's intention was to deter the Romans from imprudent bearings. Maybe he was already preparing the hierarchical system of the church he was going institutionalize. Possibly the priority was more focused on the second argument, as his even stronger 12,3 implies:
In fact this is more a communist viewpoint.
On the opposite viewpoint, he had to organize a revolution against the undisputed world power.
