Carry-on luggage crisis?

Sorry to break your bubble, Sherlock, but have ever tried to sit shoulder to should in a plane 100% full of Americans? They pack more meat into a plane than they allocate space for, let alone baggage.
Anyway, I don't understand the theory: They don't charge you for gate check, do they? And while you might be more likely to check a bag if it's always a pain to carry it on, they don't need a scheme for that, they can just not allow the carry-on.
