Southern California Associations of Government - The Agencies That People Don't Know About

Shadow Governments are trying to get people out of their cars and either on foot; biking or commuting to work and other places.  This is an Agenda 21 plan because they fear that cars are causing global warming and that there is too many people in the world.  

With all that people have done for free energy and have been jumped on to be killed, you'd think that these people were nothing but pure evil.
