Exactly that's the frustrating part when looking at steemit these days. It doesn't take all that much effort from turning a standardized spam actifit post into something that is much better. Yet nobody seems to care as long as they keep getting their rewards. Right now I feel we are back in the days where the platform was full of drugwars spam posts with everyone posting those just for rewards despite them being completely empty. Same goes for splinterlands reward card post who are also making it onto Sportstalk now. (https://www.sportstalksocial.com/trending/spt)

Community managers and moderators must start educating their members... starting removing rewards through flags?

I think invite-only smaller closed communities will be needed which hopefully will come with SMT's. Right now the entire system just begs people to bend their ways in order to maximize rewards. If Sportstalk wants to succeed it probably needs some kind of committee of bigger stakeholders that set some rules and moderate things for the better of the platform.

I agree!
And I think right big stakeholder already exist: they only need to start regulating. 😜
