Yep thanks. I had a little chat with Eon today about it, but I am not confident enough to add details but, your explanation is good enough for most.

They mostly deal with ID theft and fraud, spaminator deal with spam (but has very strict rules what is actionable).

But they also deal with farming - and I think this fits.

I am working on an independent Steem Cleaners like service that will have more freedom on what it can handle.

I know there is a lot of color between the black and white, but I don't get how this has been going on for so long with one of the largest voting stakes on the platform. There was no incentive before, maybe there is enough reason now to take another look for some people.
