What is @abusereports doing? Upvoting instead of flagging?

I clearly don't understand what @abusereports is doing. So please help me out!

This user shares a daily post containing Steemonians that might be answers because they receive upvotes at the very last minute before post out. This could be scammers/frauds as no one could flag because the post is almost at pay out. This far I understand things 😀

But if I have a look at yesterdays report I see this

And then have a look at the upvotes that @abusereports gave

So he upvoted all these potential abusers. Why?
I don't see any comments to inform the Steemonians that are on the list. So I just can't figure out what's happening?

I already dropped a comment twice below a post from @abusereports. But so far I did not get any answer.

Who can explain to me what's happening?

Drama Pays. It pays big. I mean really big. Look at the payouts of any of the individuals bragging about their protecting your reward pool. I don't know how many times I have tried to point out to people that they are not doing it for you, they are doing it for the reward. If it was for and to protect the Reward Pool, then they would decline pay-out. So every now and then I look at the drama, just because it is hard not to. There is No One doing it to protect the reward pool. It is all about the money.

You could be right. I'm not so deep into this. But probably they build a bot that automatically posts every day. And indeed sometimes they earn up to $200 per post. But then I wonder who is giving all these upvotes?

And is @steemcleaners the same in your opinion?

@cheetah is a bot, @steamcleaners is a group of people, and in any group there may be one or two that take advantage of being a group member. In general I find that @steamcleaners does a good job at trying to help in abusive cases, spam cases, and flag attack cases. When flags are in response to just post payout, 99% of the time steamcleaners will stay out of it. The abuse steamcleaners tries to fight is not reward pool abuse, it is people abuse, spam abuse, tag abuse, and copyright abuse. I have never checked to see what their self vote amount is. Self vote is something that does not concern me. A person's vote is a person's vote, to be used as they see fit. Whether on self or on another that deserves a vote.

Okay, this really makes me understand things better. Like very often the situation is complicated. At first sight it looks like a few accounts so the same, but when you look closer, there is a big difference.

I believe they are being 'tagged', a bit like cheetah does the first time around.
