P2P Steem Power Loans?

I've noticed that some people sign up, take some action for a bit and then they seem to disappear. They've got Steem just sitting their in their account, doing nothing.

Would it be beneficial to create a system where one user could "loan" their Steem power to another and earn interest on their loan? Maybe interest could be a portion of what the loan recipient earned by having the extra Steem?

This way a person with extra steem could earn revenue off that steem even if they don't actually curate (which they aren't doing any of anyway) and that income might help to re-kickstart their interest in the Steemit platform.

Also, it would allow us to "invest" in users who are doing a great job publishing content and curating on Steem, which would also give newer users the chance to earn more by doing a good job and attracting investment from other users.

There could be charts showing which users give the greatest returns, etc. Maybe a whole "Steempower loan" ecosystem could emerge in time.
