No way jose. The scam is that ned is trading with himself and profitting big time from it. He will keep his sp until the very end because he knows everyone is watching him. Actually... steem went up 1 cent ever since he started doing this. I can't tell what his intentions are. It is hard to tell. Will he try to make the platform rise? Or will he pump and dump? Unfortunately, I don't know ned or his personality. Is he a good person or bad? Why would he try to get livestreaming, succeed on it, and then say he caught a bad cold and not write for a month? I know he has something up his sleeve. That's for sure.
Besides... powering down is not a scam. And it takes 3 days to power down. You can't power down everything all at once...
