QUESTION: How can the Bitcoin core development change?

I'm trying to get my head around bitcoin and Blockchain. My thoughts so far is that the Blockchain technology is a decentralized database that is immutable, meaning nothing old can be changed. But what happens when the core team want to change the way bitcoin is (with a consensus vote). What if the data and contracts of the old already in the Blockchain interferes with the direction the team want to take Bitcoin?

For example, what if an old part of the blockchain made it so that signature data and the transaction data had to be together meaning that Segwit would have been impossible to integrate?

I'm new so I'm very fuzzy on 99.9% of the details
