Facebook or reddit can do that but they become a custodian which requires license/$$$. The other important feature of Steem is decentralized evolution of stake distribution. I would say the reward system does require a blockchain.

I haven't tried appealing to whales 'til recently as I have been trying to get organic growth, but no luck yet. Been around Steemit for a year.
