I saw your video in youtube and the sound is much better than the previous one (baldy being drowned ), though the buzzing sound is still there, it's not that annoying compare to the previous video .
I noticed that you're using a very old version of photoshop. I can relate the struggle when you can't rotate the canvas freely and can't create a decent circle xD that is why I'm using different software for that. You can make the scan lines thicker/darker by adjusting the levels if you don't want to retrace it(Layers>new adjustment layer>levels or threshold). I assume that you use separate layers for the base color, shadows, background, and highlights? Also using a clipping mask is very helpful if you already have a base color.

Yeah, we can rotate the canvas with something like Manga Studio, right! That's something I'd like to get into once I get a handle on Photoshop, lol! >P<
