The first car registered in my area

A few days ago I saw on the street an old car.
I love retro cars, so I couldn't just pass by. I stopped to consider better.
It was the car GAZ - 21, second series. Here is a photo:

The car was in very good condition, it has many original parts, and the cabin was a bit of rubbish, it is obvious that this old Volga and is still in use today

Now go back to the photo and take a closer look, I don't notice it.
Notice the license plates: "z 0001 LV", as I later learned this is the first car that was officially registered in Lviv region.

Now imagine how many cars on average was in a particular area?
What is the probability to see the first of them?

This event made my day and cheered up. I hope that my post also))
