"It happens, unfortunately," said park visitor Skip Queisser.

"You get that many people in one place and that happens anywhere. It happens in your backyard at a regular party."

The arrest report said Edwards ran over a tent with a couple sitting inside, which generated a charge of assault with a deadly weapon.

Friends said he had gotten angry over a broken ice chest. The couple suffered minor injuries.

The park had tried to make its holiday event more safe by restricting ATV use on the main road, after Nicholas Kirk was killed on an ATV last year.

Still, Charlotte County Fire & EMS said there were 12 service calls over the weekend -- two were trauma calls -- and an ambulance is always on standby.

"This is the type of activity where we do expect we will be responding to calls," said spokesperson Dee Hawkins-Garland. "That's the purpose of putting the EMS standby unit there."

Park management refused to comment on the incident, but said it's always working with local authorities to provide a safer event.
