Wheel Restoration Attempt - Birthday - 486

I think the trick is to start with a low enough grade of sandpaper and move up. It might be smart to use an electric sander but I'm not sure about my skills with that. I lost a lot of time because I thought 0000 grade steel wool would work and then it seemed like I was having some success with regular steel wool and 220 grit paper but finally I wised up and went to the store and used some 60 grade paper and then moved up.
