I think it's not only EtH that have this scaling issues, in my opinion I think it'll do just fine without it. it's precautions because the bear market is still hitting a lot of project and alt. But I'm thinking it'll be just fine
To answer the title: No, but they need to solve scaling if they don't want to make a new low.
Edit - it doesn't matter if eth can capture value without scaling, the problem is that as a decentralized project no one can stop dapps like cryptokitties from popping up. And, if one becomes popular, it's going to clog the whole network, even DeFi apps.
Absolutely yes! Even Vitalik has even said that the blocks are full. So they are aware of it and would obviously be working on it .

I don't think that's necessary. ETH prices will go up or down anytime.
