Because you shouldn't gain massive amounts of money for not knowing something. Musing allows users to ask what they don't know, and offers a much larger incentive to answer questions so people actually answer instead of constantly asking. Right now, people don't ask questions because they want money, they ask questions because they want answers. Why would someone take time out of their day to answer said questions if they weren't getting paid for it? It takes more effort then asking questions, as most of the answers that get upvoted are loooong, and questions are normally a sentence or two. If answering questions didn't get you a significant amount more then asking questions, no one would answer questions.
