Voting Process Stuck and Piped up in the Task Manager

ps augx | grep voting lists the currently voting process that is written in NodeJS scheduled to run every 12 minutes.

Quite often, the processes get stuck and won't exit - this is causing the processes to pile up - some processes are kinda of in the suspended state.

I have added a Automatically Exit if Too Long thingy but seems still not helping much.

I do see that sometimes the api.steemit.com node returns 403 forbidden - maybe this is due to rate limiting?

Keep investigating...
