More Dirty Harry.
Do the ends justify the means in a potentially corrupt and imperfect system? This the question that is asked in this movie if you are interested in more than just the action and his one liners. Both this movie and the prequel (Dirty Harry) are very much worth watching.
Unlike the first movie, Harry is following up on leads on the assassinations of various big criminals that have managed to stay out of the courts. The initial thinking is that it is other criminal elements removing the competition, either way there isn't a great deal of support for Harry to investigate thoroughly.
Harry soon has suspicions that the murders are being performed by people either closer to the police force or actual members of the police force. Harry is even ordered to stop these investigations, unable to let things go he continues on.
Harry meets some new recruits that share is outlook regarding police work and doing what is necessary to bring criminal to justice. The main difference between Harry and these new recruits is their definition of "justice", Harry still believes in the system otherwise what do we have? The new officers are prepared to pass sentence and dish out the punishment.
