Reflection
Experience, ordinarily, ought to be a good teacher. But history has revealed that men do not learn from experience. We make the same decisions over and over again yet we expect different results.
We wage wars. We destroy. We fight for frivolous reasons but experience ought to have taught us by now that wars destroy the humanity in us. I hope that we would one day learn from experience.

This is nothing but the truth
I believe the reason behind that is because Men have always tried to show their might, superiority and dominance. The same reflects in the leader of a country when they wage wars. Governments spend millions on nuclear weapons, army, navy and the airforce.
If everyone followed the principles of non-violence and voiced their opinion in a problem solving forum for countries, things would have been way better.
As your quote says, We do not learn from experience,. The only people who do learn though are Politicians ,,who have learned from experience how to manipulate people , wage wars and still make them think that it is for their own good !!!
These are great contributions to this discussion. And I think your observation is right. Politicians are some of the major problems we have in the world. We can only build a better world through love.
Greed takes over love. The problem is humans loving materialistic things more as life goes on.
