It sounds like you are referring to a blockchain based cellular company where your voice data might be carried on a blockchain. It that true? Or is it something like bluetooth technology?

you have an ap on your computer.
everyone else in the webnet does too.
it receives a data packet and passes it on
to the next guy...not very far away.
eventually the packet gets to a node
then goes into the internet proper.
The only concern I have with this is the nature of many websites being "dynamic" blockchain works for permanent content I'm not sure how well (or fast) it would work for content that's frequently changing and doesn't need a back-record.
I read a lot about ether being like a second private blockchain internet free of centralized control.
