The Sidewalk With Needles

Greetings, friends
Since August, I've been walking down this street regularly to the office and back home. There are larches on the street next to the agricultural academy, and in autumn these trees lose their needles. No one removes them from this footpath.

I ask myself the question - why did they make this strange, concrete additional road between the sidewalks and the motor road? I don't find an answer, I don't understand the expediency of this concrete.
