Delegation is when someone gives you the rights to use his/her steem power. When you have the delegation it only gives you the right to use but you are not the owner of delegated steem power, therefore you can not power it down and use otherwise but for upvotes. Delegation can be free or you can lease.

that is a great deal for us with low power but how can we get some one to help us ?
You can buy the delegation at blocktrades.us or at minnowbooster.net
average price today is 1 Steem for 150 Steem Power per week. Or about 37 Steem Power per month.
But today, after the spike of SBD, it is kinda hard to get delegation on minnowbooster. Blocktrades will take your order and will give you the delegation when your time comes. There is a long queue now due to the increased demand.
I'm thankful for users like you anakur for taking the time to explain things to those of us that are new.
