With us it's not pissible to let someone else pick up the ID. You have to go yourself. A parent of a minor can also not apply or pick it up without the child. Not even if it's a baby.

Here in my country, the immediate relative of the person can claim like their parents, siblings, or children, provided that they have ID, photocopy of it with signature of both and authorization letter to be shown.
I assume there is a very good reason why that's not allowed.
Same for giving birth and telling the city within 3 days that you delivered.
